The Ministry of Home Affairs has a separate branch to oversee peace, security, and crime control, where only a limited number of officers from the Nepal Police and the Armed Police Force are deployed as needed. That branch is run by one SP each from the Nepal Police and the Armed Police Force. However, immediately after Gurung’s arrival, about 100 additional police personnel, including one SP each from Nepal Police and Armed Police Force, were spread across every branch of the ministry. According to employees, from the very day after Gurung was appointed minister, police officers began carrying files and moving them from one branch to another. Feeling grew within the ministry that administrative responsibilities were shifting from civil servants to the police.
